Does the City have a tree cutting ordinance?
As of September 4, 2007, the City has adopted a tree ordinance.  If you have trees on your property you would like to cut down, please contact City Hall for details.




Does the City have a noise ordinance?
Yes.  The City has a very comprehensive noise ordinance that prohibits any noise that unreasonably disturbs, injures, or endangers the comfort, repose, health, peace, or safety of reasonable persons of ordinary sensitivity, within the jurisdictional limits of the City. This includes dogs barking for long periods of time.



Do I have to keep my dog on a leash?
It is safer for your dog, but the City Code does not require it except in City parks. Aggressive dogs are required to be on a leash under the Dangerous Animal Ordinance.



Does the City allow chickens or livestock to wander freely in the city limits?
No.  The City Code states that fowl and livestock are not allowed to run at large within the city limits.



My neighbor has grass and weeds overgrowing their property. What can I do?
This is one of the most common issues.  The code states that properties less than one acre must keep grasses and weeds trimmed at or below a ten-inch level.  Properties over one acre are not subject to the same provision. However, all property owners must not allow vegetative growth to obstruct the street or sidewalk.



Are portable basketball hoops allowed in residential areas?
Yes, with a few rules.  Play hours are 9:30 AM to 9:30 PM.  Hoop structures must be portable and placed in that area of the right of way actually maintained by the installer of the hoop.  The hoop must not be closer than 20 feet to the adjacent property owner's line.  The hoop must not be placed on a through street more than one quarter mile long.



What are the rules for unused vehicles?
Many residents have multiple vehicles parked on their property.  In most cases, there are no issues with that.  However, the City has ordinances and codes to keep residents from having unsightly "mini-junkyards."  Junk vehicles are generally considered to be vehicles in disrepair, or left unused on public or private property for extended periods of time.  These vehicles are considered a nuisance if left within view from the street or from a neighbor's property. 



Where can I put up political signs?
Temporary signs, like political signs, must be placed on private property with the owners' permission.  They cannot inhibit pedestrians or vehicles or obstruct motorists' view of other traffic. 



Do I need a license for my home-based business?
Yes.  They are called Home Occupation Permits. Damascus has an intergovernmental agreement with Clackamas County to process and approve all Home Occupation Permits. Contact the Clackamas County Planning Dept. at 503-742-4500 for further information.
